|
Centre for Civil Society(CCS) is a public policy think tank advancing personal, social, economic and political freedoms. It aims to usher in an intellectual revolution that encourages people to look beyond the obvious, think beyond good intentions and act beyond activism.
CCS envisions a world where each individual leads a life of choice in personal, economic and political spheres and every institution is accountable. CCS has successfully campaigned for livelihood freedom for street entrepreneurs, resulting in the passing of the Street Vendors (Regulation and Protection of Livelihood Act in March 2014). Its School Choice Campaign popularized the instrument of school vouchers in education, increasing choice and access to quality education for all. Currently, it focuses on reshaping the school education policy landscape—shifting the focus to learning outcomes, expanding choice in education and advocating deregulation for private sector; amplifying the voice of budget private schools which are catering to the poor sections of society but face closure in the face of the RTE; enhancing choice and accountability through the CCS skill voucher model in government skilling programs; promoting livelihood freedom by facilitating effective implementation of the Street Vendors Act and improving India’s ranking in World Bank’s Ease of Doing Business Index. One of the key areas of CCS’s work is Advocacy and Government Engagement. The role involves managing relationships with policymakers and influencers for furthering their mission. Mission: It seeks to promote choice, competition and community based policy reforms. Through research,advocacy and outreach, the Centre is reinvigorating civil society and rightsizing political society. |
Role & Responsibilities
|
1. Lead advisor on emerging policy and advocacy across the organization and country programs - 25%
Lead strategizing, tactics, planning and implementation of emerging policy and advocacy and coordinate and communicate with the wider organization. Develop and cultivate linkages and relationships in the wider development and youth sector, including in the context of the Sustainable Development Goals: • Strategy and tactics: Ensure we are informed of changes in the policy landscape through regular intel gathering (e.g. reading, meetings, events, maintaining contacts). Working with colleagues, lead the development of advocacy objectives and operational plans, including any specific donor commitments. Regularly review plans and priorities with the team to make the most of emerging opportunities and potential tactics. • Linkages with wider development and youth sector: With the Global Policy and Practice team, support the organization and country programs in regional and national advocacy, monitoring and accountability initiatives • Internal Communication & Coordination: Ensure internal engagement and ownership of advocacy and policy plans & priorities including: establishing clear lines of internal communication; creating internal systems and processes for sharing policy information and external influencing opportunities, and for managing relationships with key donors/partners. Champion cross-unit working. 2. External influencing on our current and emerging policy priorities - 40% Overall leadership on flagship policy resources: • Research and policy development: Working with the team, lead the development of clear, innovative, consistent and coherent messaging in Team’s global policy and advocacy. Support the Policy and Research coordinator in the development of high quality analysis, policy briefings, recommendations and positions relating to our advocacy and policy priorities. • Build and consolidate our evidence-base: Working closely with various departments and proactively identify where Team’s country-level research & evaluation can strengthen our policy work to ensure it is rooted in our experience. Lead on specific advocacy / policy influencing opportunities and ensure a coherent approach for influencing through networks: • Ensure high quality delivery of events, activities and communications necessary to deliver against our Policy and Practice strategy (e.g. workshops, position papers, briefings, consultations, roundtables, online media). • Lead Advocacy Team’s engagement in priority conferences and networks. • Proactively identify and develop external relationships with NGOs, government agencies and other agencies to meet our global advocacy objectives. 3. Performance Management - 15% Regular performance management of the Policy and Research Coordinator and Advocacy and Networks Coordinator: • Support the performance management and professional development of policy and advocacy team members to successfully undertake their roles; • Lead the recruitment and induction of any future new advocacy staff, adhering to all relevant People and Performance policies and procedure. 4. Strategy and Operations - 20% Ensure the advocacy team meets all internal and external responsibilities in relation to new investment, grant management, programs quality and financial management. Finance, Fundraising, Reporting: • Supported by the Finance Manager, develop and manage advocacy budgets in line with our finance policies and procedures including quarterly reforecasting and ongoing monitoring of income versus expenditure. • Support the development of new investment that ensure the growth and sustainability of our global advocacy work, including inputting into new concepts and proposals and our fundraising pipeline. • Ensure high quality narrative and financial reporting as required to donors and investing partners, clearly communicating any significant changes to project delivery or spending. • Ensure a robust framework for our global policy and advocacy work is in place and effectively implemented, enabling us to continuously learn from and improve the quality of our delivery and impact. Contributing to CCS Vision / Strategy and direction as a member of the Management Team: • Monthly Management Team meetings with the Head of Departments / Board Members. Take a lead role on specific bottom-line accountabilities where necessary. • Contribute to high level discussion to maximize synergies across the MG Unit and the wider organization, sharing opportunities / challenges and ensuring effective joint-working. • Assist in the ongoing strategic development, planning and operations of MG and the broader organization, as finalizes and starts the implementation of its new Strategy. |
Prerequisites
|
• At least 6-8 years of experience in think tanks, advocacy organisations, government or policy related projects
• Proven ability to build professional rapport with a variety of government functionaries • Strong data analysis and presentation skills with knowledge of Excel, PowerPoint and Word • Willingness to travel • A University Degree, Masters-level Degree or equivalent work experience in Development theory, policy and practice. • Experienced in external representation with stakeholders from civil society, Governments and/or UN bodies. • Experience in evidence-based policy analysis and development • Experienced in developing advocacy objectives and influencing tactics • Knowledge of current development policy trends and frameworks, experience of planning, developing and managing projects or events • Excellent written and verbal communication skills, including public speaking, policy development and fluent written/spoken English & Hindi |
